Did a bit of a search, it seems ICA could be Ignition Control Additive (octane booster)

I was talking to some old taxi dudes. They said that some would put custom bumpers on front to put lights on, some taxi ones were also strengthened behind the bumper. When I get to doing the rechroming of the bumper on my taxi, I wonder how much filler it will have and whether it will be brass, not that I know much about chroming.

Members of Thailand's Olympic team visited the General Motors Holdens Pty Ltd plant at Fishermen's Bend, Victoria. Interest in the plant was heightened by the fact that the Holden motor car is now being exported to Thailand - Mr Sud Chundakowsolay, one of Thailand's boxers, at the wheel of the F E Special Holden

1958, Cars undergoing tests are subjected to exacting check for both roll and swerve. Vehicles are also fitted with a steering wheel fixture which records the accuracy of the steering. The 2,166 acre proving ground was established by General Motors-Holden's Ltd and is the first of its kind in Australia
