What are the suggestions to replace the rubber bushes that are on the metal stays that hold the tailgate at horizontal when open??

I turned some up on a lathe out of rubber block, using a 4" angle grinder (as a lathe tool) to remove excess rubber.  Then cut the rods, fitted the rubber cushion/slides and welded the rods back up.  Filed and re-painted you can't tell the difference.

Rubber door stops, from Bunnings. Put a bolt through them, put it into a drill, and use a file to machine them down. Sandpaper smooth, still in the drill. Remove bolt, slit rubber, put onto rattle rods and superglue the slit.
