What do people suggest to use to convert surface rust that has been on panels for say 5 years? Once I have cleaned them with a clean and strip disk do I need to use anything else?

Graham, I have used metal prep on all my panels and body. Scrub it in with scotch pad and then wipe it off with rag and thinners, then etch prim.
