Is it a factory black car? It looks like it may have been white or grey originally. What else is on the ID plate?
Police car would have evidence of police fittings such as repaired holes in the roof and bonnet. Plus there would be odd holes in the firewall & skirts where accessories like the siren and radio would have been.

So it was originally Grey with a white top and flash. Unlikely to be a police car. The hole above the windscreen would be where a sunvisor once was.

The names on the firewall are the paint colours - India Ivory and Granite Grey. They were done in a wax chalk before the paint was put on and after a lot of time the wax bleeds through.
