I am considering fitting safety rims to my FC.  What is the quality of the the reproduction HR rims like?  Are the same offset as the original rims and do the hub caps fit correctly.

They are the same offset as HR rims - is this what you mean? They are not the same offset as FC rims.
Hubcaps do fit.

Thanks Ken.  My typo.  You say they are not the same offset as the original rims.  I understand, rightly or wrongly, that the original rims have "0" offset.  What is the offset of HR rims?  Are HR rims suitable for use on an FC?

i would like to know this as well. and which way the offset is too, deeper dished etc or whatever u call it.

Don't know the actual offset numbers but FC are deeper dish than HR. HR rims foul on FC brake drums unless you get disc brake rims. I believe all the new repro rims are disc brake rims and they will fit on a FC
