Like the title says, my speedo is reading 89-91% slower that what it should be with a white speedo gear (20 teeth) so according to my calcs I need a dark blue gear with 22 teeth  Undecided

Does more teeth mean slower speedo on that gear ? 

Perhaps look at changing the other gear too.  I think more teeth on the other gear will make the speedo faster.

 I too am thinking that more teeth will essentially mean a slower turning speedo cable, making it slower than what it is now..... Stinky, can you re check your calculations.

Peter and Keith, that would be the case  Embarrassed (I'm blaming the hangover Roll Eyes)
So when my speedo reads 55mph(88kmh) I am actually doing 50mph(80kmh), 111% average, my speedo is spinning too fast so I need to slow it down.

Yellow is 24 teeth  might do the trick to calibrate your speedo Stinky ....FC427.....

How hard is it to change these as my FE reads low and my FC reads high - I think swapping them might work? Or are these teeth cheap to buy?

Not sure for the 3 speed manuals, but for the trimatic it's a matter of removing one little bolt and pulling the speedo cable out of the trans, slipping the old gear off and putting the new one on, slip it in and bolt it up.

OK digit removed and part found Wink, sorry I got sidetracked yesterday I've been building tables at a mates place for his slot car layout, I have a blue 22 tooth and a yellow 24 tooth, you are welcome to them if you want.
Paul, you used to be able to buy adaptors for changing the speedo readings on early Holdens, they just screwed in the back of your speedo same as the cable and then you fitted the cable to them, doubt that you could still buy them new but someone might have one.

Pedro, If I have one reading high and one reading low, I could swap them over and it might work or are they all the same? How hard is it to change them?

On the grey manual boxes they are internal and I'm fairly sure they are all the same Paul, that's why the aftermarket cable ones were made, I used to have a couple of them and they were pretty common years ago, try putting up a post asking for one or check evil-bay you never know, I'll have a look but I'm 99% positive mine went on cars ages ago.
