The short answer - Yes.
The long answer, have a look at the modified vehicle guidelines on the RTA website. I think that you'll find that by using the calculator, anything over 191 CID, in an FE or FC, is required to have a collapsible steering column.

VIB 58 talks about the new modified vehicle plate. VIB 52 may allow an unregistered vehicle to be driven to a place for inspection or testing.
