as i am not out to do a full on perfect resto on my fe ........and since a previous owner already has.........is it regowise ok to leave the inner frame arms simply welded (very solidly and neatly)to the floor channel?

I cant see why not.  As long as the welds are strong as you say it should be fine.

the welds are good but i'm thinking more along the lines of torsion.........bolts must've been there for some form of swivel ..............then again fjs and 48s cracked firewalls for the opposite reason me thinks

I think that the subframe is bolted on for the sole reason that it is a separate part.  The skirts are even attached with a hard setting caulking compound which isn't designed to move so I can't see why the bottom should move at all.
