If anyone knows anything about trolley jacks, I need help. I bought one a couple or three years ago and and first it was OK, then it broke altogether, got it replaced under warranty and now it just doesn't work properly. It will jack up to about 1/4 height then you get a diminishing "pump" until the jack stops going up at about 1/3 way. I have checked the fluid and it is full.
Any tips appreciated

Glenn,
From the sound of it the actuating piston is leaking past the seal. The only way to repair this is to remove the actuating piston and replace the seal. It should be just an "O" ring.
Make sure that you use the correct size "O" ring.

Not enough hydraulic oil
and the manual doesn't really tell how to refill
.
A give away for anyone else, the jack "jumps" when lowering it, after I filled mine the jack lowered smoothly

The amount of oil is dependent on the size of the ram (load bearing) that is used in the jack Stinky.
Most people will buy the cheaper oil as well which can cause drama's so dont skimp as the last thing you want is a slowly leaking jack whilst working on the car
