TRYING TO INSTALL NEW TAILGATE WINDOW SEAL IN FE WAGON.
CAN'T GET SEAL TO SIT RIGHT. DOES IT PULL ON FROM OUTSIDE OR INSIDE

I did mine from the inside. It was difficult and a tight fit with the new rubber. I put the new rubber aroung the screen first, then pushed the window to the lip and pulled the rubber over the lip using a rope about 6-7 mm thick. Not sure if it was the correct way, but it worked for me.

Absolutely correct Jason.  Some rubber grease or other lubricant will also help in getting the rubber to slide into the opening.
