     Should there be any problems if l leave my petrol  tank empty for the next year or so
     it has been removed from the wagon ,it is in excellent condition no rust ,no floaties in the tank when l emptied it
     seemed to be nice and clean  will it rust without something in it
     
     Also have always had a problem with petrol caps , someone has obviously butchered the end trying to get a cap off
     without a key
     how easy is it  to cut off the end and weld another on,
     or can l do what is on my lc torana it has a rubber join with clamps about half way down the neck
     is this still a roadworthy way of of doing it  , any suggestions

Fine to leave it empty, plug all holes so moisture or spiders or bugs don't get in.
Any of the options you mention for the neck are ok and quite legal.
The only issue with welding is that the tank is tinned on the inside. I have the feeling the end fitting is soldered on. Try warming the end to see if it will come off that way.
Obviously you need to be careful with open flames around a recently emptied petrol tank.
