On both the 1/4 vent windows the strap spring that holds the window in position are broken.  Are these available?  If not what is the method of placing tension on the spindle?

I would say the  grease has solidified pull them apart and clean them but if they spin without pushing the tab on the inside is broken.

Or as Ken said spring could be broken.
