car tyres were 6.40/13 should l get 185/70 r13 or should l get 185/80 r13 and why

the 185/80/13 are closer to what the original tyres were in circumference

I had to go down to a 165 R13 for the spare for the ute as the 175/70 R13 on standard rims didn't fit.
