Can somone tell me what the small metal peice in the centre is for

i`m sure the original negative battery strap was placed through this section then
fixed to its position .

In the good old days, when the FE-FC was being designed, my recollection was that most earth straps were flat braided copper.
Braided copper is very flexible, and not always available in exactly the correct length, so the centre tab, was used to 'staple' the excess and keep it from getting caught in the fan.
Also when you disconnected the earth strap, it was left hanging close by, and again didn't get in the way.

I think it also acted to earth the battery to the car chassis, although I'm not sure how such a loose fitting would earth very well after a while with build up of dirt & grime in there.

Well I'll be
