if the speedo is out of the dash but together and you shake it around or quickly turn it anti clockwise does the needle jump or does it seem stuck?

If the odometer is working then the problem is with the speedo head itself. In any case the speedo will have to be removed and dismantled.  Could be stripped gear or broken spring or just gears out of alignment.

I have two here and I ripped em both apart.
Springs seem to be good. Shafts are sticky but now oiled.
Does oil go under the aluminium bit on the right?

It does not seem to spin freely here
