Ace & Rabbitoh are both right to a degree
In FE the wheels are the main body colour. But in FC the wheels are painted the lighter colour of the two shades that the car is painted in. It makes no difference whether the darker colour is on the top or the bottom, the wheels are always the lighter colour.

Lots of FE's and FC's have ended up with white wheels since later models such as EK, EJ and EH predominantly had white wheels and these ended up on earlier models when tyres wore out and a wreck of a later model was available.

All FE-FC wheels are painted black on the inside and paint body colour on the outside.

Thanks for that Tony.  All the rims that I have (date stamped from 1957 to 1965) show this.

It appears that the rimes were painted black when manufactured, then the front (outside) face was painted the correct colour for that particular car.
