Need more information.  Wisdom is in short supply.

At what point (i.e. physical location) are you measuring the voltage?  When you turn the lights on, does the engine stop?  Does the wiring get hot when you turn the lights on?  Does any magic smoke come out?

I'm guessing that your generator's not dead; but that you have a bad connection between the battery and where you were measuring the voltage.  Or you might have a short-circuit in the headlight wiring.  Or both.

Remember: if your Holden's not leaking oil, it doesn't have any.

How are the headlights, bright or dim, and do they flare up when you rev the engine?
