I have not really had this problem but I can think of quite a few reasons why it may happen
a) your guards have been repaired in the past and your old rims were modded to fit.
b) the car which the new rims came off had new peaks and those rims have been modded to fit.
c) there are some odd headlamp rims out there which I don't know the history of. These rims can be identified by not having a brand on the back or any identifying notches at the bottom. Lucas rims have 2 parallel slots at the bottom. Bosch has a straight cut at the bottom. These rims do not fit as well as the Lucas & Bosch ones and appear to be from another supplier.

I would suggest check to see if your guards are original with no new peaks added in - if this is so then the new rims are suspect as all genuine rims should fit pretty well on stock guards
