What is the best product to use for surface rust converter?

Do I need to use etch primer afterwards. These are external body panels.

Dexodine as [per instructions]  with a nylon scourer and then etch ......FC427......

Sure does if you can't get Dexodine  most Metal Conditioners from the spray paint supply shops will work there are many different brands .......FC427.....

Graham - I'm pretty sure it etches the metal making it ready for painting. It's also non-caustic and water soluble which I prefer. They're usually happy to help over the phone if you need a bit of advice.
