It is simple enough to make one. I used a flat piece of mild steel 3/8" thick,
1 1/4" wide with the length a little longer than the width of the horn cap. In the middle of this drill and tap the centre to take a 1/2" UNF bolt. Then either side drill a 1/4" hole equidistant from the centre hole to match the holes where the puller is attached to the wheel. I then used two pieces of 1/4" bar, flattened out one end then bent it at right angles. Adjust the length of this so they sit snugly into the steering wheel. Then thread the other end so a nut can be put on to prevent them pulling through the flat bar described above. Place on the wheel and screw a 1/2" bolt down onto the top of the steering shaft. This might sound a bit messy but it is easy to make and works well. Have a look at the picture of a commercial puller in the service manual. This will give you the idea.
