For a cheap heater switch you can use a rheostat. these are commonly used as dashboard dimmer switches, ie a rotary style switch. Some of the switches in older japanese cars are very heavy duty with HUGE ceramic heat sinks. You then stick an older style knob on the switch and presto, a variable fan speed switch for less than a couple of bucks...
