Are you a member of a club? Members are usually happy to loan tools to other members once they get to know you.
You can try hitting the steering shaft with a brass hammer while apply pulling pressure to the wheel - there are threads discussing this and the things to look out for when attempting it - do a search on steering wheel removal. Pearlcote in Melb will restore your steering wheel. Pearlcraft used to be in Warragul (Vic) but they moved to Bega (NSW) earlier this year.
