The long answer, have a look at the modified vehicle guidelines on the RTA website. I think that you'll find that by using the calculator, anything over 191 CID, in an FE or FC, is required to have a collapsible steering column. Look here http://www.rta.nsw.gov.au/registration/downloads/vsi/vsi_dl1.html ($2) to some items of interest. VSI 09 talks about wheels. VSI 15 gives a list of engineers. VSI 06 may contain the goodies. VIB 58 talks about the new modified vehicle plate. VIB 52 may allow an unregistered vehicle to be driven to a place for inspection or testing. At the risk of re-covering old ground. Brake systems are independent of steering systems to a degree. You can use HQ stub axles, or HQ brake adaptors on HR drum stub axles, in which case the steering arms are a straight bolt up arrangement. Ken has clarified in previous posts which steering arms to use. for your HQ set up you should be able to use std steering column, if you plan to stay under the +15% power upgrade, otherwise you may need a collapsible column. You can get collapsible stock style columns fabbed up. A rack and pinion steering is really only necessary to allow more room for fitment of larger engines such as V8's. It is for physical space as it allows more room by eliminating the steering box. While you could fit a R&P steering system, it isnt entirely necessary for the proper fitment and function of a red 6 and IMO you are better off with a well maintained drag link setup for cost and drivability.
