That way, if you manage to shed a tyre, or just get a flat, the rim runs on the road surface, you don't go digging the suspension, whether it be lower control arms or leaf spring bolts/saddles into the ground.

The issues with 13 inch wheels is that the grease nipple on the lower ball joint is lower than legal height unless you run a tall tyre.
