This looks to be a Warren and Brown Kingpin bush reaming tool. There should be a W&B on the reamer and underneath there should be a number which is the part number for the reamer. The king pin bushes are reamed to suit the king pin once the bushes are installed. A lot of bushes are now pre reamed and don't require any reaming, and those that do anly require a light pass over just to clean up any burrs that may be present.
