If it's what I think
some use to drill holes in this panel to get air on the bottom of the radiator, I have seen holes from 1/2'' to 1 1/4'' drilled right across this panel and some times only a few.....I am proberely wrong in your case
a picture would help .......FC427......

There was an article in a
Modern Motor
(or
Practical Motorist
, or
Wheels
- one of the contemporary motoring magazines), that showed how you could fit a crank-handle to your early Holden. I've seen an FE fitted with one of these. (It was more of an issue with the early 6V Holdens, particularly in cooler climates.)
Does the hole line up with the harmonic balancer?
cheers

^^^
Could have been to drift a new harmonic balancer onto the engine.
When I bought my FC had a hole exactly as you describe.

You can see the hole just below the centre of the grille.

I wish mine had it and it makes bloody good sense having had to replace the balancer
Two blokes with a good aim in shifts with a hammer, about an hour later and we were done
