Can anyone recommend a place in Melbourne that fits seatbelts into FE holdens?

I'm not at all handy with a welder and would rather get an expert to do it, especially as they will be used to secure child seats, and therefore my kids, in the rear.

I can't help you with a Melbourne location, but there's not usually any welding involved.  Bolts and large (3" or bigger) round washers to spread the shear force in the wheel arches, floor and parcel tray.

I'm guessing you're not talking about inertia reel belts as I'd reckon these would require more sophisticated engineering including the art of welding, among others.

Not really, Inertia reels are mounted to the same specifications as standard belts, just that more care needs to be taken when mounting the reel.
