Hi
Spats are a universal fit for both FE and FC sedan and wagon and do not have a certain year shape or design. The louvered type are a different style and were often retro fitted. I would think, but will await GURU clarification from Ken Mclean, that the louvered type are a later design marketed by speed shops and dealers in the 60's whilst the plain type of that era are a NASCO option fitted from dealers.

It's an interesting question, I've spent some time looking for info about the louvered spats without much luck.
All the GMH advertising shows no louvers or badges of any kind.
However, I think I recall the Motor Spares catalogue having an advertisement for spats with louvers which supports Brett's recollection.
I'll keep looking
