  Putting some rare spares outer sills on the wagon, have set up the drivers side ready to weld
  question is what type of black  paint is on the sills when they come from rates spares
  can l leave the inside paint on and only strip back the outer to bare metal
  do l need to spray inside with something before l weld up

I would be stripping them completely either blast or paint strip and etch prime or weld thru primer on inside

Ditto then fish oil as a bare minimum. Notorious rust spot. Try and get something on the fresh welds or you'll be replacing them again in ten years.
