does any body kow how to take chrome off so that i can paint the bumpers and the haedlight surrounds

Hey Fatboy, Take it to a chrome platers and they'll strip it off for ya .
I had 73 Camaro  bumpers stripped and nearly choked at the price ,Id guess more than half of rechroming ,Let me know how you get on .
Maybe ask for a quote on chrome to compare to.

Why not get them sandblasted, thats what used to get done a few years ago when satin finish bumpers were all the rage - not that they are not the rage now  Grin

Two links that might explain why it is hard/expensive to remove chrome chemically. I think anytime hazardous waste is mentioned it adds a premium to the price.
