Mate ..so easy to make , if you can drill holes and do bit of weld ,its simple ..bit of heavy flat bar say 50mm W X 75mm L X 8 or 10mm thick , couple of bolts say 75 to 80mm long 6 or 8mm dia and 4 nuts to suit ,  1 x machine screw , { bolt with thread up to head ) say 12mm dia thread or bit bigger and nut to suit...
1. drill hole in centre of plate to take the screw, drill two holes on the centre line either side of that hole exactly one inch centre to centre of the larger hole , so now youve got 3 holes in line , put screw thru centre hole and screw nut on few turns, hold it central and weld nut to plate ..
2. the two long bolts , grind off half the head right up to the shaft , grind off most of the remaning hex so as you can do step 3 below , so you should have like a offset half moon on end of bolt , at lead in thread put a hacksaw slot to take a screwdriver .
3. try those bolts half heads in the slot in the hub of the steering wheel , grind what you think is enough and test , the elongated head will wriggle down into the hub and will face inwards.
4. with the welded nut upwards , put a nut on each of the long bolts , put thru plate and put other nuts on other side , put centre bolt thru the welded nut , offer the assembly up to the wheel , allow a few threads on centre bolt to tighten .with screwdriver turn the half head inwards ,adjust long bolt nuts either side till sitting firm and level and nip them there .then tighten the centre bolt on steering shaft to draw wheel off .it may need a firm whack on the centre bolt head to shock and give impact effect .

Sounds complicated to me ,try supercheap steering wheel puller and modify bolt heads to fit slot in wheel hub . around 25 dollars job done ! cheers Steve . ;)

fcee.." sounds complicated "??  What you think to drill three holes , weld one nut , grind the head on two small bolts ,and make two hacksaw cuts is complicated...and miss the enjoyment making your own tool ...HMMMM!!! keep well Vern .

I remember hiring one from the local parts shop when the indicator self cancel died on my first car, a HK. Since then I bought a cheap universal one. Very handy tool to have.
