subsection 3.98.019
paragraph 13.76/11/76
states quite clearly that :
if a tradesperson or person who thinks he is a qualifyed welder or NOT shall divide his time EQUALLY and WITHOUT favor  between both combatants so that no 1 flightless bird has a advantage this also applies to mechanics /painters/ uposterers etc

      Rules Please explain what this means. As I am only a poor old Dumb Ex-Soldier. I dont understand, I just do as I am told by my superiors.
