Where are people getting the rubber edging extrusion for spats these days?

You could try Grippy Rubber, I have found them very helpful in the past.

Have you tried Old Auto Rubber Australia unit 1/44 Peachtree Rd Penrith (02) 47211414 I'm sure they'll have it.
